政府水环境保护投资的方向和机制

On the Orientation and Mechanism of Government Investment in Water Environmental Protection

水环境污染问题在我国相当严重,因此政府加大水环境保护投资责无旁贷。在水环境保护措施中,城市污水处理设施的建设和运营、农村面源污染预防与控制、水体生态清淤和综合治理以及水污染防治基础研究和技术推广等方面都需要各级政府的投入。而工业污染的治理,则主要通过政府规制让企业加大污水处理投入。另外,政府水环境保护的投资机制应该创新并多样化,可以采取多种形式的PPP模式。

Water environmental pollution is rather serious in our country,thus it is urgent for the government to increase investment in constructing and running urban sewage treatment facilities,preventing and controlling rural sewage source,water-body clearing and comprehensive treatment,and fundamental research and technical popularization of water-pollution protection.In industrial pollution abatement,government should make rules to increase enterprises＇investment in controlling sewage.In addition,government＇s investment mechanism in protecting water environment could be diversified,for example,apattern of public-private partnership could be adopted.
