新时期我国社会政策建构和发展的若干理论分析

A Theoretic Analysis of China's Social Policy Development in the New Stage

在经历了30年的改革开放后,我国的经济发展进入了新的时期,社会政策也面临新的挑战和发展条件。在新时期中,面对新的社会条件,要求我国社会政策有新的目标定位和发展方向,新的制度建构和运行机制,以及新的管理思路。为此,本文在分析新时期我国社会政策新的社会背景的基础上,从理论上分析了我国新时期社会政策的政府责任及社会参与、社会政策的价值基础、制度建构、运行机制,以及社会政策的法制化和管理体制建构等方面的问题;提出了新时期我国社会政策的"新福利国家"理论要点,讨论了社会公平价值基础的意义,提出并分析了建立经济发展方式转型条件下社会保护与经济发展的双赢模式,最后提出了我国社会政策制度建构的一些基本原则。

After the 30-year Reform and Open-up,China＇s economic development has entered a new stage,and the social policy has also met with some new challenges and new conditions.In the new stage,facing the new social conditions,China＇s social policy should have new goals,new direction,new institutional arrangements,new mechanism,and new administrative system.For these,this paper,based on the analysis of the new social-economic backgrounds,aims to analyze a series of key theoretic issues in China＇s social policy development in the new stage,such as governments＇ accountability in social policy,social participation,social values,institutional arrangements,legal framework and administrative system.The author proposes a concept of＂new welfare state＂to strengthen the government＇s role in social policy,discusses the significance of social equity value,analyze the possibility of a＂win-win relation＂between social protection and economic development in the background of economic development model transition,and some basic principles in the institutional arrangements of China＇s social policy,including its institutional foundations of accountability government,market economy,and＂planned society＂,the realistic ways of＂equalization in basic public provisions＂and＂moderate universal social policy model＂,the application of welfare mechanism and market mechanism in social policy,and the improvements of legalization and administration in social policy.
