摘要
根据安全系统工程学基础理论，从构成安全系统的人、机、环和管理等四个要素出发，结合海洋石油工程股份有限公司的实践经验，对海上施工企业实现本质安全的途径进行了分析，为我国海洋工程企业打造国际化HSE绩效、“向深海领域安全进军”提供了一种管理思路。
The analysis is based on the theory of safety system engineering. Starting from the four elements of safety system, that is, human, machine environment and management, how to achive essential safety for the offshore constrution enterprise is analyzed, with HSE management practice in Offshore Oil Engineering Company taken into consideration. Some management ideas are offered to the Offshore engineering Enterprise internationalizing HSE performance and developing into the deep sea field safely.
