Progress report on Asia regional HIV/AIDS project

目的通过对广西六个项目点进行快速评估及应对的调查,确定有效干预措施,从而达到控制、甚至降低本地区吸毒人员艾滋病感染率。方法采用深入个人访谈,小组讨论以及定量问卷调查法的方法 ,对当地注射吸毒人群进行问卷调查,并依据基线调查的结果开展针具交换、安全套推广使用等减低毒品危害的干预措施。结果共调查了598名静脉吸毒者,吸毒者以20～39岁男性为主,吸毒方式为静脉注射吸毒;实施项目一年前后,注射频率由36.7%下降到32.4%,使用新注射器由原来的51.8%上升到79.7%,使用安全套由34.3%上升到40.5%。从外展人员处获得针具频率的对比显示:实施项目一年前后由63.5%上升到96%。结论在广西注射吸毒比较严重的地区开展以针具交换为主导的减低毒品危害的干预措施是有效的,能一定程度地降低吸毒者的危险行为,效果非常显著。

【Objective】To identify effective intervention approaches so as to control and reduce HIV/AIDS transmission among drug users in Guangxi through rapid assessment and response survey.【Methods】Individual interview,group discussion and questionnaire were conducted to local injection drug users,and harm reduction interventions such as needles syringes exchange,condom promotion were performed according to baseline survey result.【Results】Totally 598 injection drug users were involved in the survey,most of them were males who were 20-39 years old,the major drug using way was injection.After the project was implemented for 1 year,the injection rate was reduced from 36.7 % to 32.4 %,the rate of using new needles increased from 51.8 % to 79.7 %;the rate of condom usage increased from 34.3 % to 40.5 %;the rate of getting new needles from outreach workers increased from 63.5 % to 96 %.【Conclusion】It＇s effective to implement harm reduction intervention（mainly needle and syringe exchange project） in the area where injection drug usage is serious.It can effectively reduce the high risk behaviors of injection drug users.
