非传统安全视角下我国环境安全的主要威胁及对策建议

Main Threats of Environmental Safety in China and Countermeasures in the View of Nontraditional Security

对环境安全的概念内涵进行了梳理,列举了当前我国环境安全的主要威胁,即环境污染、资源短缺、生态破坏、突发环境事件频发,并提出了非传统安全视野下,必须将环境安全问题纳入国家安全战略、坚持可持续发展理念、完善环境安全法律体系、建立环境安全的公众参与机制和公共政策评估机制、完善环境污染突发事件应急管理制度等对策及建议,对决策部门意识到环境安全的威胁并寻求解决之道具有现实意义。

The concepts of environmental safety are arranged in order and the current main threats of environmental safety in China are cited such as environmental pollution, resources shortage, ecological destruction and frequent environmental emergencies, etc. The countermeasures are put forward in the view of nontraditional security that the issue of environmental safety must be brought into the national security strategies,adhering to the point of sustainable development, improving the legal system of environmental safety,establishing the mechanism of public participation in environmental safety and public policy evaluation, improving the management system and meeting the emergencies of environmental pollution. The suggestions are realistically necessary for decision-making departments to be aware of the threats of environmental safety and seek the solutions.
