摘要
民间组织在发展过程中如何应对外界变化,包括社会、经济、文化和国际环境的变化,在社会实践过程中,民间组织专业化建设将接受不同的挑战,这也是民间组织取得成功的有效途径。为此,民间组织需要研究外界环境的有利条件和不利因素,从机构内部能力建设着手,开展行之有效的专业化建设。从整体上讲,建立民间组织专业化建设的机遇和挑战并存,民间组织的理事会或主要负责人需要有长远思考,从基础建设开始。建设内容包括有效的治理结构、机构管理的规范化、资源的多样化、人力资源开发和国际交流合作网络化等内容,而机构的透明、问责、开放和公信力的建设更为重要。
This article analyzes the basic concept of NGOs/CSOs for professional capacity building, including in governance capacity, innovation capacity, collaborating capacity, sustainable development capacity etc. According to the external environment and internal threats of NGOs/CSOs in China, the paper provides five effective ways to promote professionalization in the future. These cover cooperation models with governments, interaction with corporations and academia, as well as cooperation and competition among NGOs/CSOs. The paper also includes suggestions how to create a good environment conducive to build internal learning mechanisms both domestic and abroad, and how to utilize information technology to establish NGOs/CSOs network for capacity building.
