在我国,第三部门的发展明显滞后,其主要原因在于第三部门与政府组织的关系错位。从公共物品的供给效率来分析,可以看到政府将公共物品供给的权力转交给第三部门是资源优化配置。而这也需要政府保持第三部门的独立性。同时社会力量的壮大奠定了第三部门的基础,最终两者形成"生产者—消费者"模式。在这种模式下,从资金支持、法律建设和社会文化建设三个方面提出政府如何促进第三部门的发展,使第三部门在我国经济社会文化建设上发挥更大的作用。

In China, the development of the third sector has lagged, primarily because the relationship between the third sector and government organizations is in disorder. By analyzing the supply efficiency of public goods, we can see that government transfer the supply power of public goods to the third sector is the optimal allocation of resources. This also requires the government to maintain the independence of the third sector. At the same time, the growth of social forces laid the foundation for the third sector. Eventually the two form a ＂producer - consumer＂ mode. This article based on this mode, put forward how the government promote the development of the third sector, including the financial support, legal construction, and social＆cultural development, so that the third sector can play a bigger role in our country＇s economic and social construction.
