基于SE-DEA模型的农村公路建设评价

Evaluation of Rural Highway Construction Based on SE-DEA Model

为解决农村公路建设决策单元综合决策过程的复杂性问题及数据包络分析法(DEA)评价无法对有效率单元(效率值为1)再排序的弊端,首次将SE-DEA模型引入农村公路建设评价领域,提出建立基于SE-DEA模型的多属性多目标的农村公路建设单元综合决策体系,并给出一套综合评价指标集,通过合理选择并处理输入、输出指标,形成完整的综合决策方法,根据综合产出与综合投入的效率评价值实现对农村公路建设决策单元的综合排序和选优。实例结果表明,该综合决策体系理论清晰、计算方便、结果直观,具有很大的应用价值。

In order to solve the complex problems in synthetic decision-making of rural highway construction decision package and the shortage that DEA evaluation can not reorder the effective units of which the efficiency value is 1,the SE-DEA model is introduced into the evaluation of rural highway construction for the first time.It is proposed to establish a synthetic decision-making system for multi-attribute and multi-objective rural highway construction unit based on SE-DEA model.A set of synthetic evaluation indexing set is put forward.By selecting and disposing input and output indexes rationally,an integrated synthetic decision-making method is formed.The synthetic ordering and optimization of rural highway construction decision packages are realized according to the evaluation on efficiency of synthetic output and synthetic input.The instance indicates that the synthetic decisionmaking system has clear theory,convenient calculation and visualized results,which has great application value.
