论我国公共收费制度的重构

On the Restructuring of Public User Charge System in China

文章从规范性角度，分析了有关公共收费的一些基本问题，如公共收费存在的经济合理性、其积极作用及内在局限性等；从实证角度分析我国公共收费制度当前存在的问题及体制性原因，在此基础上。

First, the article analyzes some basic factors about public fee from the angle of standardization, such as the economic reasonableness of the existence of public fee, the positive effects and passive limitations of public fee, etc. Second, the article clarifies the problems and institutional reasons of public fee in our country from the angle of positivism. Finally, the article puts forward the restructuring methods of public fee in our country based on the analysis from both angles.
