Construction and development of statistics based on resources and environment characteristics is elaborated,and several issues in the discipline construction to be perfected are proposed as folloes,so as to offer effective advices for development of statistics.（1） Making use of abundant library resources.（2） Trying the task-driving teaching method in statistics education.（3） Strengthening the characteristics of statistics.
