齐齐哈尔市公共文化设施建设现状及发展对策研究

采用调查法、访谈法、数理统计法等科学研究方法,对齐齐哈尔市公共文化设施建设状况进行调查研究,发现公共文化建设中存在着公共文化设施利用率不高,各个地区发展不平衡,政府资金投入不足,公共文化人才缺乏等问题,针对这些问题提出加大政府投入,鼓励社会捐建,加大乡村公共文化设施的建设,减少城乡之间的差距,提高乡村公共文化的发展,有针对性的建设公共文化设施,提高公共文化设施的利用率,吸收公共文化专业人才,提高原有人员的专业素质等建议。

In this paper,survey method,interviews,law of mathematical statistics research methods,and research the state of the construction of public cultural facilities in Qiqihar city,and found that the existence of public and cultural construction of public cultural facilities,and utilization is not high,the various regional development imbalances,the government funding inadequate investment in public cultural issues such as the shortage of talent,and aims to put forward some constructive suggestions：proposed to increase government input,and encourage the community donated,and step up construction of rural public cultural facilities,and reduce the gap between urban and rural areas,and improve rural public and cultural development,and targeted the construction of public cultural facilities,and improve the utilization of public cultural facilities,and absorp public cultural professionals,and improve the professional quality of the original.
