摘要
党的十七大报告明确提出推进决策科学化、民主化,完善决策信息和智力支持系统。根据国家"公众参与、专家论证和政府决策相结合"的精神,不同领域的专家正在以不同的形式为各级政府和部门的决策献计献策。从法理层面分析我国专家咨询实践中存在的问题,将对进一步探讨我国政府专家咨询制度的完善有一定意义。
It has been clearly pointed out in the report of the Party＇s Seventeenth Congress that our government should propel the project of decision making into the scientific and democratic track,and perfect the project.In terms of the principle of ＂government decision making based on public participation and expert consultant＂,experts in respective fields are now providing various suggestions for the governmental decision.This paper analyzes the existing problems of the expert advisory system in China from the point of jurisprudential consideration and proposes the perfection methods for this system.
