The international financial crisis tells us that system deficiencies and technical stagnation is the main factors which reduce production and stifle economic growth.Targeting these problems,the Party and the government of China put forward the guideline of＂the scientific concept of development＂.The＂scientific concept of development＂is to improve efficiency through the system improvements and technical advances.We must keep health and sound development of economy.From the outset,we must guard against the risk of financial derivatives trading activities from the perspective of guarding against country risk,in order to make it controllable and affordable and to nip it in the bud.
