An Exploration of Optimizing Public Administration's Operating Mechanism

采用工商企业管理的理论、方法和技术对公共事务进行管理是当前公共行政管理改革的主流,但公共行政管理职能的特殊性,使这一外力无法触及大部分公共事务的管理。公共行政职能的改革只能从其内在的运行机制上寻找路径,针对管理运行的不同程序和层面,拟制可操作的有效制度措施,对各个层面加以约束、控制,以提升公共行政管理绩效。

Using business management theories, methods and techniques in public affairs management is currently the mainstream of public administration reform. However, the special nature of the functions of public administration makes most of its affairs untouched with the external force. Therefore, the public administration reform of monopoly management functions can only find the way from its internal operating mechanism. According to different procedures of the management and operation levels, the effective system measures are formulated to control and protect all levels in order to improve the public administration performance.
