科学发展观是十六大以来以胡锦涛为总书记的党中央站在历史和时代的高度,立足社会主义初级阶段基本国情,根据我国发展的阶段性特征,创造性提出的重大战略思想,是坚持和发展中国特色社会主义的强大理论武器。新世纪新阶段我国经济社会发展的新矛盾和新问题是提出科学发展观的现实根据。深入贯彻落实科学发展观,需要构建充满活力、富有效率、更加开放、有利于科学发展的体制机制,为发展中国特色社会主义提供强大动力和体制保障。

The Outlook of Scientific Development is a significant strategic philosophy put forward but the Party Central Committee led by Mr. Hujintao,the General Secretary of CPC,since the 16th National Congress,which is based upon China＇s real Condition of being in the primary stage of socialism,and based upon the characteristics of the development phase of now China. It is a powerful weapon to pursue and development socialism with Chinese characteristics. The new contradictions and new problems arising from China＇s social and economic development process in the new century are the realistic basis of putting forward Outlook of Scientific Development. To further implement this philosophy,it is a must to construct a system mechanism that is vigorous,efficient,more open,and pro-development,so as to provide powerful impetus and system protection to development socialism with Chinese characteristics.
