浦东综合配套改革试点的进展与示范意义

The Advancement and Significance of the Comprehensive Reform in Pudong

5年来,浦东综合配套改革试点在行政管理体制改革、金融航运体制改革、自主创新的体制机制建设以及对外开放等方面取得了重要进展。浦东综合配套改革试点的示范作用在于:始终坚持以完善社会主义市场经济体制为目标,系统推进行政管理体制改革,建设服务型政府;运用市场化手段创新经济调节职能,构筑推进经济发展方式转变的体制机制;探索建立与城镇化快速发展相适应的新型城市管理体制。今后,浦东综合配套改革试点要以加快转变政府职能为核心,继续深化政府行政管理体制改革;以深化金融、科技、涉外经济体制改革为重点,建立有利于发展现代服务业和自主创新的市场经济体制机制;以加快推进城乡公共资源均等化配置为重点,探索建立促进城乡经济社会发展一体化的体制机制,进一步理顺综合配套改革的管理体制。

In the past five years,the comprehensive reform in Pudong has achieved great success in many fields,such as administrative management,finance,shipping,creation and opening-up.The demonstrative effect of the comprehensive reform in Pudong lies in the following aspects.We should persist in the perfection of socialist market economy and promote the reform of administrative management systematically,so as to establish a service-oriented government.We should update the regulation functions of economy,and establish the system for the promotion of economic development.We should find out the new urban management system for the rapid development of urbanization.The future aims of the comprehensive reform in Pudong will be the transforming government functions,further promoting the reform of government administration,and so on.
