新疆北疆地区农村基本公共产品需求位序的典型性调查

Typical Survey on Position Order of the Demand for Basic Public Goods in Rural Areas of Xinjiang

农村基本公共产品的供求失衡问题一直是新农村建设关注的焦点,新疆农村地区基本公共产品"供不应求"与"供非所求"现象同时存在,如何提高供给的针对性和瞄准度,是构建以需求为导向的农村公共产品供给制度的关键。在科学界定农村基本公共产品内涵的基础上,以北疆地区和部分南疆地州的28个县市61个行政村149个农户基本生产、生活公共需求的典型性调查为研究对象,通过计算受访者对各项公共服务的需求强度,分析与评价调查区农民公共需求的位序与结构特征,提出调整财政支出结构、构建惠及全民的公共服务体系的建议,以期能为新疆北疆地区新农村建设及社会公共服务的有效供给寻找切实可行的路径。

The imbalanced supply and demand of rural public goods has always been a focus of new countryside construction, the situation of ＂shorted supply＂ and ＂non-demanded supply＂ of basic public goods coexist in rural areas of Xinjiang province, thus how to improve the pointedness of the supply has become the key to establish demand-oriented rural basic goods supply system, based on the scientific definition of rural basic public goods, a typical investigation was conducted on the basic production and life demands of 149 farners in 61 administrative villages of 28 counties and districts in north and part of south Xinjiang province, through calculating the demand intensity of the interviewees for each public service as well as analyzing and evaluating their position order and structural features, some suggestions are put forward to adjust the structure of fiscal expenditure and establish a public services system benefiting all, aiming at finding a practical path for the new countryside construction and the effective supply of social basic services in North Xinjiang province.
