返乡农民工自主创办农民合作社的案例分析——以青海省共和县韩氏牛羊育肥专业合作社为例

阐述了合作社成立的地域条件、成立过程及建设情况,剖析了农民工回乡创业的社会效应:一是推动县域经济的快速发展;二是促进农业结构调整;三是整合资源。从村干部的权威被弱化、民族众多、经营规模难以扩大、资金匮乏4个方面剖析了共和县韩氏牛羊育肥专业合作社发展中存在的问题,提出了创造有利于返乡农民工创办合作社的外部环境、考虑民族因素的影响、实行规模化生产三大对策建议,以期对解决目前我国农民合作社的发展中遇到的新问题并为制定相关政策提供依据。

It introduces the regional conditions,the process and construction conditions of cooperatives establishment,analyzes the social reactions of farmers returning to hometown to create business.The first is to accelerate the development of county economy;the second is to improve the adjustment of the agricultural structure;the third is to integrate resources.It analyzes the difficulties in development of Han lamb and cattle fattening cooperatives in Gonghe county,Qinghai province in terms of weakened authority of village leaders,multiple peasants,difficult in scale enlarging and inadequate capital,putting forward 3 measures that creating beneficial outer environment for farmers returning to business,taking into consideration the national factors and putting into scaled production to afford some related policies in problems dealing and policies regulating in the process of cooperatives development.
