摘要
对黑龙江生态省建设现有组织结构的分析,找出了权责不对等、命令不统一、综合决策和协调管理机制薄弱等问题,据此确定了黑龙江生态省建设创新型组织结构设置的目标,即保证集体决策机制的贯彻和落实、强化综合协调机制、代表各方利益、实行参与管理等。以此为基础提出了以融合委员会制和矩阵制组织结构的优点,并适应黑龙江生态省建设实际的组织结构模式——生态省建设专题推进组。分析了这一模式纵向的4个主要组成部分,即生态省建设专题推进组长、生态省建设办公室、生态省建设联席会议、生态省建设分项推进办公室的责、权关系,明确了创新型组织结构的具体运作程序。
Through the analysis of the existing organizational structure for construction of ecological province in Heilongjiang, some problems which should be paid attention to are pointed out such as unequal rights and responsibilities,nonuniform commands,and insufficient mechanism for integrated decision-making and coordinated management. And the goal setting of innovative organization structure for the construction of ecological province in Heilongjiang is determined,namely ensuring the implementation of collective decision-making mechanism,strengthening the comprehensive coordination mechanisms,representing different interests,involving in the management and so on. Based on this,an innovative organization structure-the project propelling group of the construction of ecological province is proposed,which adapts to the reality of building an ecological province in Heilongjiang,and merges the advantages of committee organizational structure and matrix organization. The four main components of this mode are analysed,which are the leader of the project propelling group for the construction of ecological province,the construction office of ecological province,the joint conference for the construction of ecological province,the relationship between rights and responsibilities of sub-promotion office for ecological province. The specific operational procedures of the innovative organization structure are defined.
