论非政府专业国际组织在中国的影响力

在专业国际组织中,相比政府间专业国际组织,非政府专业国际组织具备自身特有的优势:政治约束的弱化、全球公民社会的支持、灵活的行动方式。因此,中国与非政府专业国际组织的合作具有独到的作用:促进社会公益事业发展、推动国内公民社会形成、拓宽民间外交渠道。本文指出,中国政府应加强与非政府专业国际组织的合作,鼓励国内相关领域非政府组织的成长,彰显该组织在中国的影响力。

Special international organization boasts a technical supremacy the comprehensive international organizationis were denied of.Compared with governmental special international organization,the non-governmental special international organization is superior as such：political check-and-balance weakened,with support from citizen＇s societies the world over,flexible style of action.Therefore,the cooperation between China and non-governmental special international organization plays a unique part：promote the development of the cause of social public welfare,promote the coming up of an internal citizen＇s society and broaden the grassroots exchanges.Such cooperation is simultaneously faced with a number of restraints.This article points out that to overcome these restraints,the Chinese government is required to cooperate with the non-governmental special international organization the way it governs.It is also required to perfect the legalized mode of governing and at the sametime to encourage the growth of non-governmental organizations in the related fields in China.
