美国—新加坡自由贸易协定(FTA)是美式TRIPs-plus(知识产权保护)协定的代表,该协议的签订使得新加坡的知识产权保护水平大大提高,并对其他国家建立了先行模式,产生了示范效应。美式TRIPs-plus协定已在全球强势扩张,对发展中国家和最不发达国家造成不良后果,对知识产权国际保护制度产生深远影响。为此,我国应当予以高度重视,加强研究和监测,采取恰当的应对策略,以推动我国自由贸易区整体战略顺利、有效实施。

In recent years,the United States vigorously carries out its FTA strategies and has concluded FTAs with many countries.The US FTAs are famous for their Higher IPR protection standards than TRIPs and are referred to as TRIPs-plus agreements.The US-Singapore FTA is one of the examples of TRIPs-plus Agreement,the conclusion of which upgrades considerably the IPR protection standards of Singapore,establishes a pioneer mode for and has demonstrative effect on other countries.The forceful global expansion of TRIPs-plus of US model has bad consequences on the developing and the least developed countries and profound influence on the international IPR protection regimes.Therefore,our country should pay high attention to it,strengthen the research and detection on it,adopt reasonable countermeasures so as to promote the smooth and effective execution of our own overall FTA strategies.
