我国图书馆立法困难的主要问题研究

Study on Main Issues of Difficulty in Drafting Legislation of Our Country Library

我国图书馆立法困难的主要问题是:社会对图书馆的认知度较低、图书馆法制建设滞后、不同类型的图书馆条块分割,再加上立法理论准备不足,在立法架构、法律属性、基本原则、调整对象,以及有关重大问题上多种意见分歧严重。为解决这些主要问题,文章提出了进一步加强图书馆立法理论研究,搞好自身建设,做好立法宣传工作等新举措。

The main issues of our country library difficulty in drafting legislation is the low community＇s cognition degree of the library,the legal system of library lags behind,fragmentation of different types of libraries,in addition,ill-prepared legislative theory and a variety of serious difference of opinion about legislation structure,property law,fundamentals,subject matter and some important issues.In order to solve these main issues,the paper proposes that the research on library legislation should strengthen theoretical study further,improve self-construction,and make legislative advocacy and other new initiatives.
