《新西兰国家图书馆法》对我国图书馆立法之借鉴意义

The Brief Introduction of the National Library Act 2003 of New Zealand and Its Enlightment to China

2003年新西兰的第19号法令通过了新的《新西兰国家图书馆法》。《新西兰国家图书馆法》对新西兰国家图书馆的建设、运行起着关键性的指导作用。其中对"馆中馆"——亚历山大.特恩布尔图书馆的管理、保存口述历史记录、对于公共文件的复本呈缴等,都做了详细规定。新西兰国家图书馆建设及立法对我国图书馆立法有一定的借鉴意义:今后我国在图书馆立法中,应重视"以点代面"的立法策略;注重开发保存口述历史记录及对重要文件进行法定呈缴收藏。

The 19 Act had passed The National Library of New Zealand Act in New Zealand in 2003.The Act has played a constructive and instructive role in developing the National Library of New Zealand,especially to the administration to the Alexander Turnbull Library——library inside the library,in the aspect of preservation of Oral History and the copies of public documents.The construction of National Library of New Zealand and Act 2003 deserves our learning and reference when China is going to build her Library legislation,especially the legislation strategy of ＂A point on behalf of the surface＂,place high emphasis on develop the Oral History documents and important files presentation collection.
