辽宁城镇基本养老保险收入再分配效应分析

An Income Redistribution Effect Analysis of Liaoning Urban Basic Old-age Insurance

辽宁省是我国社会养老保险改革的试点省份,"辽宁试点方案"曾有力地推动了全国城镇职工养老保险制度的建立和发展,并为辽宁老工业基地再次腾飞起到了积极的作用。然而,从发展角度看,辽宁社会养老保险制度还远未完善。据此,本文从实证角度分析辽宁城镇基本养老保险收入再分配对老年贫困、居民收入差距以及对居民福利的作用,探索制度运行中现存的问题,提出相应的改革建议,以期为辽宁乃至全国社会养老保险制度进一步完善提供改革依据。

As one of the nation＇s social endowment insurance pilot provinces,Liaoning greatly promoted the establishment and development of urban and suburban workers＇ basic old-age insurance program.And,to date,urban basic endowment insurance has not only been fully under way province-wide,but also accelerated the revitalization of Liaoning old industrial bases.However,from a development point of view,the Liaoning social endowment insurance system is far from perfect.Therefore,this paper analyzes the effect of the income redistribution of Liaoning urban basic old age insurance on elderly poverty,the income gap and the welfare of residents,and provides some constructive advice on social endowment insurance reform.
