Discussion of Building Safety Culture of Community

安全文化是一种"以人为本"的管理理念和思路,它要求人们不断地提高安全素养,增强安全意识,事事处处讲安全,养成遵守安全行为规范的习惯,使人们的一言一行都符合安全健康的要求。在实践中,要做好三个方面的工作:一是坚持基本原则,树立新的理念;二是实现"四个转变",坚持"四不放过";三是突出重点,构筑安全防线。

As a ＂human-oriented＂ management concept and thinking,safety culture requires people constantly enhancing safety quality and awareness and stressing safety at every turn so as to develop the habit observing norm of safety conduct which is in line with requirement of safety and health.In practice,great efforts must be made in three aspects,namely,upholding basic norms and establishing new ideas,achieving＂four transitions＂ and insisting on the principle of＂four never-passings＂,and focusing on the key point in building safety defense.
