摘要
通过对近些年美国和中国总量控制政策进行介绍,比较分析了两国总量控制政策的特点、实施的效果以及存在的问题,提出了我国今后污染物总量控制政策的几点建议。
The total amount control policies both USA and China are introduced involving in the characteristics and practical effects and existing problems, based on which, some useful suggestions on the total amount control policy in China are put forward finally.
