Gu Mu’s Thought on Construction of Special Economic Zones and His Practices

谷牧为我国经济特区建设作出了重大贡献.他在经济特区的性质和功能、外资的吸收和引进、基本制度建设和各项基础设施建设、适时转型、战略地位和自主管理方面都形成了自己的思想.他的经济特区建设思想以及利用经济特区带动沿海港口城市经济发展的构想,不但对我国改革开放初期经济迅速恢复和发展起到了积极作用,而且极大地促进了对外开放的全方位、多层次格局的形成,是新时期社会主义经济特区建设理论体系的重要组成部分.

Gu Mu had made a significant contribution to the construction of Special Economic Zones （SEZs） of China. Gu Mu had shaped his own thought on the SEZ＇s nature and functions, attracting and introduction of foreign capital, construction of fundamental system and infrastructure, transformation in good time, strategic status and self-management. His thought on construction of the SEZs and idea of using the SEZs to accelerate the economic development of the Chinese coastal port cities not only had positive influence on rapid recovery and development of the Chinese economy in the very beginning of the Reform and Opening-up but also did greatly accelerate the formation of the all-round, multi-level structure of the opening-up of China. His thought and idea could be considered as an important part of the theoretical system of constructing socialist Special Economic Zones in the new era.
