摘要
从知识产权人才培养的情况看,我国知识产权人才战略的实施目前还存在着思想障碍,需要通过多种途径增强公众意识和企业意识,并要尽量统一一些专业上的认识;也存在着制度障碍,需要制定或完善一些规范性文件,对一些基础问题作出规定,加强教育培训机构的准入管理,优化学科和专业的配置;还存在着能力障碍,需要采取多种措施,增加教育培训机构,强化师资队伍,增加教育经费投入,提高组织管理能力。
Viewing from the perspective of IP talent training,there exist ideological difficulties during its implementation as follows:ideological obstacles and systematic obstacles.The former may be resolved through raising the awareness of both the public and enterprises and unifying some professional understanding;while the latter may be resolved by devising and improving some basic principles in rules and regulations,strengthening permission administration and optimizing the allotment of courses and majors.Finally,difficulties related to qualification obstacles may be resolved through various measures such as increasing the number of educating and training institutions,enhancing teacher competence,increasing training input budgets and promoting administration ability.
