村级组织的官僚化及其逻辑

Bureaucratic Trend and its Logic of Village Organization

无论是在税费时代还是在后税费时代,乡镇与村级组织的行政隶属关系一直是基层行政的常态。但后税费时代的村级组织呈现出愈加明显的官僚化趋势,究其缘由,村庄权威与乡镇权威的双重衰变是形塑支配性乡村关系和村级组织官僚化的内在逻辑。村庄权威的衰变,使村干部对"村务"采取无为而治的态度,转而积极充当乡镇的一条"腿"。乡镇权力的衰弱使乡镇不得不将村级组织官僚化,如此,既能增强自身的行政能力,又可分解自上而下的行政压力。如欲重塑此种官僚化的逻辑,势必加强基层政权组织的基础性权力建设。

Whether in the tax time or post-tax time, a normal administrative subordination relationship exists between the town government and the village organization. But in the post-tax time, the village organization is showing a more obvious tendency of bureaucracy. This paper discovered that the logic of this bureaucratic trend is the result of the decaying authoritativeness of both the village organization and the town government. The decaying authoritativeness of village organization causes the village leader to behave negatively, who switches to serve as a leg of the town government. Besides, it causes the town government to bureaucratise the village organization, so as to strengthen its administration and relax the top-down administrative pressure. The reshaping of such a bureaucratic logic should be preceded by the strengthening infrastructure power of township administration.
