我国“转基因作物技术与产业化”:政策框架与价值诉求

China's GMO Crops Technology and Industrialization:Policy Framework and Value Demand

转基因技术在农业上的应用,推动了世界转基因作物技术与产业化的迅速发展。中国政府在这一议题上的政策态度历经了十年多的变迁过程,也基本上形成了相应的政策框架。这一政策立场及政策框架是受实践层面、认知层面与政策层面等三方面因素共同影响而形成的。这一政策轨迹与政策窗口的打开具有其独特的特点与规律。而且,这一政策框架也体现了我国政府公共政策制定中的多维价值诉求。

With the transgenic technology applications in agriculture, the world＇s GMO crops technology and industrialization become rapidly expanded. The Chinese government＇s policy attitudes towards this topic have experienced changes over the past decade, and the relevant policy framework has been evolved under the integrated influence at the three levels： practical, cognitive and policy. The breakthrough and track of this policy evolution has its unique characteristic and rules, which manifests the value demand of multi--dimensions in the government＇s public policy making.
