实现城乡的统筹发展是新农村建设的重要内容,其首要前提是要构建一系列制度基础。为此,要构建城乡一体的户籍管理制度、社会保障制度、劳动就业制度、土地市场、公共财政制度等,使各项制度联动并进,为城乡良性互动构建良好的制度环境。虽然在市场中农民将面临一系列的风险,但有了国家的宏观调控,必定能够有效地规避这些风险,从而实现城乡之间的有效融合。

Co-ordinating the overall development of the rural and urban is an important part of building new countryside,the most important prerequisite is to build a system foundation.To this end,we must build urban and rural household registration system integration,the social security system,employment system,land markets,public financial system,to keep abreast of the linkage system built for the positive interaction of urban and rural environment for a good system.Although the people in the market,i.e.the farmers,face a number of risks,with the State＇s macro-control,we can effectively avoid these risks,in order to achieve effective integration between urban and rural areas.
