政策网络视角下的社区治理失灵问题研究

Study on Community Governance Malfunction from the Perspective of Policy Network

随着我国改革开放的不断深入,从街居制向社区制转变成为城市治理的首要任务。作为国家权力与民间公共权力交接的场域,单纯依靠政府力量或社会自治行为均无法满足社区多元化利益发展的需要。社区治理过程正逐渐发育为一个相当典型的政策网络,其体现出来的特征与政策网络的适用条件是高度吻合的。因此,利用政策网络理论分析社区治理失灵的原因,并由此重塑我国社区治理的过程,有利于解决社区复杂问题,实现社区善治。

With the uninterrupted development by open economy and reform policy in China,the top mission of city＇s governance is turning the neighbourhood authorities into community organizations which are the grassroots units in between the governmental power and public power of communities.However,either the governmental efforts or social autonomy cannot satisfy the diversified requirements of community＇s development.Meanwhile,the community governance is nowadays growing to form a typical policy network gradually,and the characteristics of community governance matches well with the conditions of policy network.Therefore,it will be easy to find out the reasons why the community governance malfunctions in China in accordance to the theory of policy network,thus reforming the process of community governance so as to benefit the solution to the complicated problems of community with the intention to perfect the governance.
