Evolution of Control theory in economics and the reform of telecommunication management system

分析了经济学管制理论的演变及相应的电信管理体制的改革，指出了打破垄断的改革符合信息化发展和电信全球化的趋势，中国电信的分解有利于电信竞争的公平性和提高企业经济效益。但同时也要充分考虑电信网互连的明显经济效用和电信、ＣＡＴＶ、以及互连网各业务相互融合的趋势，加强政府的管制，做到对垄断结构分解的有度和竞争的有序。

This paper analyse the evolution of regulation theory and the reform of telecommunication industry's management, and point out that the breaking monoply-strcture is in line with the trend of informalization and tele-global. The distructure of China Telecom will be in favor of the fair competition in telecommunication field and promote the enterprise evaluating economic efficiencies. But we yet take it into account that the distinct economies of scale rooting in the interconnect between different tele-webs, and enforce the regulations.
