要素转移与产业转移既相联系又相区别,产业转移承载着要素转移,要素转移不一定伴随着产业转移。无论是要素转移还是产业转移,根本动因都是经济主体追求利益最大化。产业转移的区位路径,总是从产业收益低的地区向产业收益高的地区转移;要素转移的区位路径,总是从要素收益低的地区向要素收益高的地区转移。产业转移对转出转入地区利弊参半,而要素转移对流入地区经济发展能够带来强大推动力,对流出地区经济发展则产生负面影响。

Factor transfer and industry transfer relate and differ. Industry transfer bears factor transfer, but factor transfer does not move with industry transfer. Whatever factor transfer or industry transfer, the fundamental motivation lies in that the economic subjects seek the maximum benefits. The location path of industrial transfer is always from the area with low industrial benefit to the area with high industrial benefit, while the location path of factor transfer is always from the area with low factor benefit to the area with high factor benefit. Industrial transfer has mixed pros and cons to both the inflow and the outflow areas. However, factor transfer can bring a strong driving force into the economic development of the inflow areas, but has negative impact on the economic development of the outflow areas.
