摘要
就业培训援助是就业援助体系的核心。我国就业培训援助包括"再就业培训计划"、"阳光工程"等。就业培训援助在完善公共服务体系、探索服务新模式、提升人力资本方面有一定的效果,但长效机制尚未建立。从新公共管理与服务的视角来看,必须打破城乡二元培训管理体制;实行中央财政主导、各级地方财政共同筹措的培训援助筹资模式;引入竞争机制,培植各类培训机构;建立诱导不同利益相关者参与就业培训援助的机制。
Employment training assistance is the core of the employment assistance system.China's employment training assistance includes "the reemployment training program","the sunshine project",etc.China's employment training assistance has achieved some effects in improving the public service system,exploring new mode of service and upgrading human capital.However,a long-term mechanism has not yet been established.In terms of the public management and service,we must break the urban-rural dual system of training management,take the financing mode of training assistance with central finance as a leading position and local finances of all levels raising together,introduce competitive mechanisms and cultivate various training bodies,and establish the employment training assistance mechanism inducing different stakeholders to participate in the employment training assistance.
