“新型”农村住宅社区建设研究——以新乡市为例

新型"农村住宅社区不是"新地"农村住宅社区,我们要正确理解"新型"农村住宅社区建设的内涵,不能以新型农村住宅社区建设为理由,就突破可耕土地红线,而进行占用可耕土地。建设农村住宅高层单元楼房,让农村城市化,使新型农村住宅社区没有了田园特色,也就失去了新型农村住宅社区建设的初衷。新型农村住宅建设,应该在科学规划确保耕地红线的基础上,以旧村改造,废弃地利用为重点,实行一户一宅的小高房建设。

＂New＂ rural residential community is not ＂new land＂ rural residential community. We must cor- rectly understand that construction of new rural residential community is no excuse to cross the line to hold up ara- ble land. Building high-rise housing in rural residential high-rise, i.e. to urbanize rural area, will deprive rural community of their pastoral identity and this is against the principle of new rural community construction. Construc- tion of new rural residential community must be implemented on the basis of arable land regulation. And this can he done by restoration of old village, fully utilizing waste land and building one house for one household.
