惰性无机地质材料海洋倾倒化学筛分标准研究

Chemical screen separation standard of inert inorganic geological material for dumping into the sea

我国是《防止倾倒废物及其他物质污染海洋的公约》(简称"1972伦敦公约")及其96议定书的缔约国。按照公约对缔约国的责任及义务要求,缔约国应根据公约的有关规定制定本国的"可考虑海洋倾倒的废弃物名录",同时制定名录中废弃物的海洋倾倒评价方法和标准,目的是最大程度的控制海洋倾倒活动对海洋环境造成的影响。惰性无机地质材料是公约规定的允许向海洋倾倒的废弃物之一,目前,国内对惰性无机地质材料海洋倾倒活动尚无专门的评价方法和标准,本文以《海洋沉积物质量》和《土壤环境质量标准》作为主要依据,对惰性无机地质材料海洋倾倒评价的化学指标及其筛分标准进行了探讨。

China is the Contracting Party of ＂convention on the prevention of marine pollution by dumping of wastes and other matters＂（shortened form ＂the London Convention 1972＂） and ＂the 1996 Protocol to the London Convention 1972＂.In order to control the effect of ocean dumping on the marine environment,every Contracting Party is demanded to establish ＂the list of wastes that may be considered for ocean dumping＂ and evaluation method or standard about these wastes,according to the principles of the Convention and its Protocol.Inert inorganic geological material is one of the wastes that may be considered for ocean dumping.Nowadays,there is not a special evaluation method or standard of inert inorganic geological material for ocean dumping in China.In the text,on the basis of ＂marine sediment quality＂ and ＂environmental quality standard for soils＂,we studied the chemical index and screen separation standard for evaluating inert inorganic geological material for dumping at sea.
