It is important for community researchers to study local residents＇ self-governance in the background of rapid socio-economic changes in urban China.Based on field works within Shangdixili Residential Area,this article will focus on the motivation and process of local innovation of Homeowners＇ Congress System.The author will analyze the main approach of local democratic governance innovation and its political implications.
