社区治理网格化建设的现状、问题及对策思考——以上海市杨浦区殷行街道为例

Situation,Problems and Countermeasures of Construction of Community Grid Governance——Example of Yinhang Street in Yangpu District of Shanghai

社区治理是基层民主的重要内容。网格化是于2003年提出的一种社区治理的重要模式。自提出以后,就在上海市的党政系统内部产生了巨大的反响。一些上海市区的政府部门开始了自己独特的探索与尝试。其中杨浦区、卢湾区等都是比较典型的。殷行街道是杨浦区的三个试点单位之一,取得了良好的实践成果。结合在殷行街道的调查情况,并参考了市区两级的很多内部有关文件和研究资料,文章对社区治理网格化的背景、现状、存在的问题及其原因以及应采取的对策进行了分析论述,以期能够促进网格化治理工作更好地开展。

Community governance is an important part of grassroots democracy.Grid governance was an important community governance model proposed in 2003.Since then,it has produced a huge response within the Party and government system in Shanghai.Some government departments in Shanghai began its own unique exploration.Such as Yangpu District,Luwan District,etc.are all typical.Yinhang street in Yangpu is one of the three pilot units and has achieved good practical effects.According to the investigation in Yin hang street,and reference to many of the urban levels of internal documents and information,this article has analyzed and discussed on the background,present situation,problems and their causes and countermeasures about community grid governance,with a view to promoting better grid governance.
