摘要
借鉴国内外学者关于自主创新、自主创新能力的概念,提出了高新区自主创新能力的定义,并根据定义、指标设计原则及功能构建出高新区自主创新能力的评价指标体系,包括3个一级指标、9个二级指标、65个三级指标。通过多元统计理论的因子分析法对组成自主创新能力的3个一级指标进行评分,采用"拉开档次"法确定这3个一级指标的权重,对高新区自主创新能力进行总体评价。
The independent innovation ability in high-tech zones was studied.Its assessment indicator system was brought up according to its definition,design principles and function.The system consisted of three first-level indexes,nine second-level indexes and sixty five third-level indexes.Scores were given to the three first-level indexes by adopting factor analysis of multivariate statistical theory.After measures were taken to widen the difference between different levels,the importance of three first-level indexes was respectively discussed.Finally,a model for an overall evaluation of innovation ability in high-tech zones was given.
