Choices for Structure Adjustment of China's Pesticide Industry under the Environmental Constraints

农药在生产过程中"三废"的排放、在施用过程中的面源污染,对自然环境与人类的健康造成了严重侵害。但农药行业对于农业生产又是不可或缺的。农药行业的发展与环境的紧张关系可以通过提升农药生产工艺水平、开发生物与绿色农药、创新"三废"末端处理技术等方式得到缓解。达成农药行业结构调整的路径是:加大研发力度,提高自主创新能力;加快行业整合,促进规模化、集约化运营;促进产业内分工,催生一批提供专业研发服务的新型组织。

The ＂three wastes＂ emitted during the production of the pesticide and the plane source pollution during the application process has caused serious influence on natural environment and human health.Yet the pesticide industry constitutes an indispensible part in agricultural production.Through improving the pesticide production techniques,researching and developing biological and green pesticide,and engaging innovations in end processing of the ＂three wastes＂ help to relieve intensive relationship between the environment and the development of the pesticide industry.The structure adjustment of pesticide industry can be as follows： first of all,the enterprises can strengthen RD and enhance the independent innovation ability.Secondly,industry integration can be promoted and this industry can be operated in a large-scale and intensive way.Finally,the inner-industry work division can be promoted and some new organizations which provide professional RD service can be introduced into the pesticide industry.
