公职人员腐败犯罪已成为全球关注的问题,我国社会转型期的腐败犯罪更加突出,考察分析其成因有助于防范和打击腐败犯罪。授权关系和权力失衡是腐败犯罪的政治学基础,表现形式是权力放租;社会转型和经济双轨制是经济背景,商品交换原则侵蚀政治领域引起以权谋私;公职人员受到传统权力本位观和人类本性的制约,个人价值观与理想信念发生扭曲是腐败犯罪的心理成因;而法制、人事不完善和监督缺失使得他们敢于和能够实施腐败犯罪。

Public official＇s corruption has become a global-concerned problem,which is more prominent in China＇s social transformation period.Study on the causes contributes to corruption prevention and fighting.Warrant and imbalance of power are the political bases of crime,with rent-seeking as its form of expression.Social transformation and two-track systematic economy are the economic backgrounds,and political life＇s erosion within the principle of commodity exchange causes abuse of power.Restricted by power-centered tradition and human nature,public officials＇ view of values,ideals and beliefs are distorted,which is the psychological cause.Imperfection of legal and personnel system,as well as lack of supervision make them dare to implement the crime of corruption.
