农民视角下的新型农村合作医疗制度实践效果分析——以海门、金寨两地为例

Analysis of the practice effect of New Rural Cooperative Medical System from perspective of the farmers

随着新型农村合作医疗的不断扩面,更多农民的医疗需求得以满足,但该制度仍然存在问题,总结新农合实践的成功经验和不足之处是十分必要的。从农民的视角来考察新型农村合作医疗制度的实践效果,对于及时发现问题、完善制度意义重大。本文利用江苏省海门市和安徽省金寨县农村地区入户调研数据,从农民的参与意愿、认知程度和获益情况三个方面评价了新型农村合作医疗制度的实践效果,并在加大宣传力度、扩大保障范围、提高农民支付能力以及加强监管方面提出政策建议,试图为该制度的优化和全面推广提供决策参考。

With the expansion of New Rural Cooperative Medical system（ NRCMS）, more and more farmers＇ medical needs are met. However, there are still some problems within the system. It is necessary to summary the successful experience and the practical challenges. To evaluate the effects of NRCMS from perspective of the farmers plays a significant role to timely find out the problems and improve the system. Based on the data collected from the surveys on farmers in Haimen of Jiangsu province and Jinzhai of Anhui province, this paper evaluates the practical effect of NRCMS from three aspects, including the farmers＇ willingness to participate in the system, awareness of the system and whether having benefited from the system. With the purpose of helping to optimize and promote the system this study recommendations stepping up the publicity, expanding the coverage, increasing farmers＇ ability to pay, and strengthening the regulation.
