摘要 水路交通突发事件严重威胁人的生命及财产安全,危害水域(海洋、内河)环境。尽管各国政府和国际海事组织在提高船舶设计制造标准,强制配备先进航行设备,提高航运管理质量,加强船员培训等方面,作出了巨大的努力,但频发的事故仍然对人命、财产和水域环境造成巨大损失。针对这种情况,分析了我国目前水路交通突发事件应急机制建设现状与存在的问题,提出了我国水路交通突发事件应急机制建设的对策和措施。 Water emergencies threat the safety of lives, properties and sea circumstance seriously. Although the government and IMO strive to improve the standard in designing and constructing vessels, equipped with advanced navigation devices, improve the management quality in shipping companies, strengthen seafarers" training and so on, the water emergencies still occurred frequently. It is a core problem in emergency mechanism construction how to solve the water emergencies in precaution and early warning, emergency response and disposal etc. In this paper, the water emergency mechanism problems of water emergencies are analyzed in our country,and some policies and suggestions in constructing emergency mechanism are put forward.
