摘要
《气候变化框架公约》第13条是有关构建该公约遵约机制的一个条款,但其形成过程并非一帆风顺。综合运用国际条约解释的基本方法,可以全方位把握《气候变化框架公约》遵约机制的构建过程。该过程中透露的信息与经验也可对即将展开的新一轮全球气候变化条约的谈判有所借鉴。
The 13th Article of ＂The United Nations Framework Convention on Climate Change＂（UNFCCC） is about the establishment of compliance mechanism of UNFCCC. But the process of establishing is zigzagging. We can see the establishing process of compliance mechanism of UNFCCC comprehensive by using the basic approach of international treaty interpretation. The information and experienee from the process will be beneficial to the next negotiation of global climate change agreement in the forthcoming.
