On the Generality and Particularity of CPC's Governing Ethics

中国共产党的执政伦理既具有一般性,又具有特殊性。中国共产党执政伦理的一般性是由国家权力的一般属性所决定的,体现在执政伦理的基本问题、功能、领域、特性等四个方面。中国共产党执政伦理的特殊性是由中国社会所处的历史方位、取得国家权力的方式、国家权力的阶级基础、中国共产党的性质和使命等特殊性所决定的,体现在执政价值合理性和执政工具合理性两个方面。

The governing ethics of Communist Party of China is of generality as well as particularity. The generality of the governing ethics of the Communist Party of China is decided by the nature of power.
