林业资源型城市可持续发展研究

Study on Sustainable Development in Forest Resource-based Cities

林业资源的可再生性使林业资源型城市的区域发展问题在一定程度上不同于其他类型的资源型城市。文章对比分析了林业资源型城市与其他类型资源型城市的差异性,认为林业资源型城市的发展问题具有"过渡期"性质。从区域内生发展能力、替代产业发展的区位制约、林区功能转换以及林权等角度分析林业资源型城市的发展障碍,并探讨了资源替代、森林保育基地及林业资源综合开发三种发展模式及其存在问题,继而提出林业资源的综合开发是林业资源城市保持竞争优势,实现可持续发展的有效模式,并提出相应的对策和建议。

Forest resource-based cities are different from other types of resource-based cities in regional development to a certain extent,because of the renewable nature of forest resources. This paper analyses comparatively the similarities and differences between the forest resource-based cities and other types resource-based cities,discusses the development constraints of forest resource-based cities from the perspectives of renewable nature of resources, external nature of ecological functions,location disadvantages,institutional constraints and so on,brings forward The Forestry Source Comprehensive Development is an effective model for forest resource-based cities to maintain a competitive advantage and achieve sustainable development. It also gives cor- responding countermeasures and suggestions.
