非公有制人工商品林限额采伐管理制度创新探讨

Discussion on Non-Public-Owned Commercial Plantation Quota Cutting Management System Innovation

基于林农的视角,以福建省闽侯县为例,探讨非公有制商品林限额采伐管理制度创新。提出以市场经济体制、服务型政府新视角及以人为本为价值取向;对公益林和商品林分别采取不同的采伐管理制度,科学合理地划定生态公益林,遵循林农意愿编制人工商品林经营方案,简化非公有制人工商品林的审批手续,取消育林基金改征环境绿化税,严格实行凭证运输制度,建立林地档案,公开林业生产要素信息等思路。

Based on the farmers perspective of the system requirements principal part,taking Minhou County,Fujian Province for example,non-public-owned commercial plantation quota cutting management system innovation was discussed.This paper raised that regarding the market economy system,service-oriented government new perspective and taking people as the foremostas the oriented values,different management systems were applied for the public-owned forests and commercial forests,scientific and reasonable delineation of ecological forest was finished,according to the foresters＇ desires,programs of artificial commercial forest was prepared,non-public-owned commercial plantation approval process was simplified,silviculture fund was cancelled to levy environment green tax,the strict proof transport system was strictly carried out,the woodland file was established,forest production factors information ideas were opened.
