On the Connotation and Essence of Government Ruled with Law in Chinese Context

我国法治政府建设正处于关键时期,在转型背景下,法治政府建设的实践对法治政府理论研究提出了新要求。基于对实践问题的思考,从利益配置、权利与权力关系和公民与政府关系的角度分析和再探讨法治政府的内涵,并提出建构良性互动型法治政府的理论设想,以期对转型时期我国建构法治政府的实践提供理论导引。

The construction of Chinese government ruled with law is now in a critical period.With the transition background,the construction has caused some new requirements to the theoretical research on government ruled with law.Based on the considerations on the practice,we should analyze and re-explore the connotation of the government ruled with law in terms of benefit distribution,the relationship between power and rights,and the relationship between the public and government,and put forward theoretical imaginations for building the government with positive interaction.In this way we hope to provide theoretical guidance for the construction of government ruled with law in China.
