建立一整套科学完善的国有资产管理体制是中国社会主义改革成败的决定性因素。然而当前在理论界对国有资产管理的研究不足,并导致了管理实践上的混乱。国有资产管理的法律制度尚未形成一个科学体系。国有资产产权管理还没有理顺,多头管理现象普遍。通过剖析这些改革中的症结,本文旨在获得关于国有资产管理制度建设经验教训,并不断提供有益的借鉴。

Establish a scientific and perfect management system of state-owned assets is the decisive factor in the success or failure of socialist reform.However,the current theoretical circles in the study of state-owned asset management deficiencies,and management practice led to confusion.The legal system of state-owned asset management has not yet formed a scientific system.State-owned Assets Management do not straighten out,the phenomenon of multiple management generally.By analyzing the crux of these reforms,this article seeks to obtain information on the state-owned assets management system construction lessons learned,and continue to provide useful lessons.
